The Office of the Prosecutor requested a warrant for the arrest of Sylvestre Mudacumura based on his role as Supreme Commander of the FDLR. Mudacumura allegedly entered into an agreement with other civil and political leaders to conduct a widespread and systematic attack against civilian populations the North and South Kivu Provinces, and to conduct an international media campaign to extort political concessions for the FDLR in Rwanda.
May 14, 2012 Prosecutor requests an arrest warrant for Sylvestre Mudacumura, Supreme Commander of the FDLR-FOCA, for five counts of crimes against humanity and nine counts of war crimes.
May 31, 2012 Pre-Trial Chamber dismisses the arrest warrant application due to a lack of specificity.
June 13, 2012 Prosecutor submits a new arrest warrant request.
July 13, 2012 Pre-Trial Chamber issues a warrant of arrest for nine counts of war crimes. The warrant does not include charges of crimes against humanity.
